Reflecting and learning from the process: developing the Open Government Action Plan

Open Government Action Plan 2018-2020 - Learning Report

Focus Group

We are doing some reflection and learning from the formal engagement public discussion events over the summer, and would love to hear your views. What could we improve for next time? The facilitators at SCDC who we worked with on the events are hosting a focus group which will feed into a report which will be published, on the learning and reflections on the process.

Please email ingage@gov.scot if you’re interested in coming along.

See invite and agenda below, with thanks to SCDC:

Focus Group - Learning from the Open Government Action Plan development process

Date: Wednesday 10th of October, venue TBC, Edinburgh. 10am - 11.30am
The session will last for about 1hr 30mins.

Facilitator: Mick Doyle, Scottish Community Development Centre

Focus Group Purpose: The formal process of consultation to develop the Open Government Action plan is complete. During the work several challenges in reaching and engaging people in the process prompted refection on how to improve citizen involvement in future.

As part of our work on the project, SCDC will attend the next Open Government Partnership steering group to hear members reflections on the process and run a focus group on the 10th of October for stakeholders and participants in the regional consultation events. It is intended that these discussions inform a final learning report with a view to strengthening participation it in future.

Focus Group Interview schedule:

  • What were your expectations of the OGP process and how did you get involved?
  • What did you think of the experience of taking part?
  • How well do you think the actions identified reflect the process you took part in?
  • How could we improve people’s involvement next time in terms of:
    • Reaching people?
    • Involving them in discussion?
  • How could the findings be used?
    • To implement the action plan itself?
    • Including ideas which didn’t make the final plan?
    • In supporting activity in other democratic initiatives?

Results: The discussions will inform a final learning report on the process for the Scottish Government which will also be shared with the Open Government Partnership

Dear all,

Please note this reflection focus group is being postponed to end November (date TBC). Apologies for any inconvenience.

We’ve decided to do this because we’ve had some feedback suggesting it would be more useful to do this learning piece after the Action Plan is published and look at the development process as a whole, right back from when inital planning started, instead of looking at the public discussion events in isolation. We’d love people to come forward who were involved to talk about what worked and what didnt work so well, so we’ll spend a bit of time getting in touch prior to the focus group to get thoughts and contributions. This will feed into a report of the learning and reflections on the development process, to serve as learning for the next time.

Apologies again for the inconvenience. We’ll circulate a new date for November asap.

Thanks,

Niamh
