OGP Summit event - 16th Dec - Scotland and Buenos Aires Community Dialogue: open government and climate change

Following on from our COP26 event, and as part of the Open Government Partnership Summit 2021, the governments of the City of Buenos Aires and Scotland will lead a community dialogue on open government and climate action.

Community Dialogue: Open Government and Local Climate Action

What

As part of the Open Government Partnership Summit 2021, the governments of the City of Buenos Aires and Scotland will lead a community dialogue on open government and climate action.

This is an opportunity for OGP members, large and small, to come together to address the challenges of taking effective and urgent climate action using an open government approach.

We know that the effects of climate change do not respect national boundaries and that they disproportionately affect people who have the least impact on the climate - which means that there immediate, agile, serious, and coordinated work by governments (working with their population) to mitigate climate change is vital. The urgency and the need for this to be a shared endeavour was highlighted at an Open Government event at COP26 in Scotland in November.

This dialogue with the community will be a great opportunity for OGP members to build on the guidance developed by OGP and World Resources Institute on the Environment and Climate and published at the beginning of COP26. It will offer members the opportunity to exchange experiences, share learning and participate in the creation of a working group to collaborate on these opportunities and challenges together.

What is the objective of this community dialogue?

We think nothing could be more important than the future of the planet and that OGP is an excellent platform to drive action both by individual members and collectively . This meeting has two main objectives:

  • share experiences on climate action through the principles of open government.
  • lay the foundations for a working group that allows the generation of knowledge and tools to promote the principles of open government in the management of climate change.

Who is this meeting aimed at?

This meeting is designed for representatives of open government teams, civil society, and members of the OGP community from around the world. We hope to have OGP members interested in the subject of climate change and who are interested in sharing their experiences and sharing new knowledge with their peers.

How will you benefit from this community dialogue?

Some benefits of joining this community dialogue include:

  • Participate from the beginning in the design of an innovative working group to work
  • on an urgent and relevant agenda.
  • Identify collaboration opportunities with members of the OGP network.

Unfortunately, for this agenda to really work, there needs to be recognition that the climate emergency and nature crisis are interdependent and must be tackled together. The Scottish OGP Plan doesn’t recognise this, and requests to do so were not accepted, despite the following:

“Our Environment Strategy already sets out our long-term, guiding vision for Scotland’s environment and our role in tackling the twin climate and nature crises.” Quote from First Minister.

Until the Scottish OGP action plan process starts to reflect Scottish Government’s own policy, it will be hard for me and perhaps others to take the Scottish OGP’s work to facilitate dialogue on open government and climate action seriously.

Ruchir thanks for this the plan lasts for most of this Parliament and colleagues acknowledged they need to come back - post COP to define more clearly what will be achieved so there will be an opportunity for this to be discussed- hopefully early next year
