Webinar: Early Market Engagement for a Multi-Donor Funded Evaluation of OGP

You have been invited to the webinar “Early Market Engagement for a Multi-Donor Funded Evaluation of OGP.” Join us on either Monday, February 11, 2019 at 11:00 AM EST (GMT-05) or Thursday, February 14, 2019 at 9:00 AM EST (GMT-05).

The Department for International Development (DFID) and the Hewlett Foundation are seeking an evaluation team with extensive experience in the field of governance to carry out an evaluation of the Open Government Partnership (OGP).

This is a call for an early market engagement (EME) with potential evaluators. The aim of the EME is to engage with potential evaluators to strengthen the Terms of Reference (ToR), and to give an opportunity to ask questions and clarifications. Specifically the EME would assess:

  • Feasibility: The feasibility of the scope of work as outlined in the ToR

  • Capability: Evaluators’ capability to undertake the scope of the evaluation

  • Maturity: The maturity of the market to ensure a competitive process for bids

  • Capacity: Evaluators’ capacity to achieve what is required within the given timeframe
    Specifically we are interested in learning more about the following:

  • What is the capacity of the participants to run the evaluation in multiple countries simultaneously?

  • Are participants able to adhere to the condition to either be a civil society organisation or to be part of a consortium that includes a civil society organisation?

  • Given the budget range, is this multi-country approach feasible and sensible? What will be the key cost drivers of the evaluation?

  • The timeframe is currently 2 years, with a possibility to be extended to 4 years. The evaluation approach will need to be able to accommodate for both scenarios. Is that feasible, and what will be the major challenges?

  • What will be the main challenges in delivering this evaluation?
